VA Full Entitlement: Why There’s No VA Loan Limit

By Steven Hyde, Founder, Hyde Funding · NMLS #391380. Reviewed 2026-10-19. Hyde Funding is a mortgage lender headquartered in San Diego, lending nationwide since 2015, and is not affiliated with the U.S. Department of Veterans Affairs.

Short answer: If you have full VA entitlement, the VA sets no loan limit. Your maximum loan depends on what a lender approves and on the lower of the appraised value or purchase price. A COE showing $36,000 basic entitlement generally means full entitlement. For loans over $144,000, the VA guarantees up to 25% of the loan amount.

What is basic vs bonus entitlement?

Basic (tier 1) entitlement is $36,000 and covers loans of $144,000 or less. Bonus (tier 2) entitlement applies to loans above $144,000. With full entitlement it generally covers 25% of the loan, which lets lenders offer $0 down.

Do I have full entitlement?

Generally yes if you have never used your VA benefit, or if a prior VA loan was paid in full and the home was sold (or destroyed). Entitlement is also restored when a qualified veteran buyer assumes your loan and substitutes their own entitlement (38 U.S.C. § 3702(b)).

Does full entitlement mean any loan amount?

No. The lender still approves you based on credit, income, debts, and assets. The loan cannot exceed the lower of appraised value or price.

What if my entitlement is partly used?

You can still buy again. County loan limits then apply to how much guaranty you have left, and a down payment may be required. See VA jumbo & loan limits.

Why this matters in San Diego

PCS moves often leave a VA loan on a rental. Knowing your remaining entitlement before house-hunting avoids surprises.

Frequently asked questions

Is there a VA loan limit with full entitlement?

No. Borrowers with full entitlement have no VA loan limit. The lender determines how much you can borrow.

What does $36,000 entitlement on my COE mean?

It generally means you have full entitlement. It is not the amount you can borrow. For loans over $144,000, the VA guarantees up to 25% of the loan.

Can I have two VA loans at once?

Yes, with remaining entitlement. County loan limits are used to calculate the remaining guaranty, and a down payment may be needed.

How do I restore my VA entitlement?

Under 38 U.S.C. § 3702(b), by selling the home and paying the loan in full (including repaying any VA loss), or by having a veteran buyer assume the loan and substitute their entitlement.
